KENTRO MELETON ASFALEIAS CENTER FORSECURITY STUDIES CENTRE D'ETUDES DE SECURITE (KEMEA)
The Center for Security Studies (Kentro Meleton Asfaleias – KEMEA), founded in 2005 by Law 3387, is a scientific, consulting and research organisation overseen by the Minister of Citizen Protection, governed by common law and annually audited by chartered accountants. Its principal purpose is to conduct theoretical and applied research and studies, particularly at strategic level, on security topics and policies. Moreover, it is the think-tank of the Ministry of Citizen Protection on numerous policies such as public order, correctional services, terrorism prevention, crime prevention, integrated border management and civil protection as well as on various other security and societal issues; it also provides advisory and consulting risk-management services to an array of public and private organisations.
Specifically, the activities KEMEA is involved in include:
- research and development in the context of National and European projects in close cooperation with LEAs, working under the auspices of the Ministry of Citizen Protection,
- training of practitioners in new systems and technologies, and
- the certification of practitioners in private security professions at the national level.
The main objective of KEMEA is to bring together all national Law Enforcement Agencies (Border Guards, Police, Coast Guard, Fire Service, Civil Protection agency, etc.) and to enable them to collaborate, interconnecting them with corresponding agencies, research institutions and the industry from around Europe. This dedicated approach to exploring synergies, establishing communication links, and working together to produce end-user driven research on all fronts of the Security Sector during the last decade, has earned KEMEA its participation in numerous National and EC R&D projects.
KEMEA is a leading research organization with extensive experience in European security and innovation programmes, specializing in terrorism, law enforcement support, Critical Infrastructure protection, cybersecurity – cybercrime, fight against crime and border security. The organization has successfully coordinated and participated in multiple EU-funded initiatives (H2020, Horizon Europe, ISF), with a strong track record in both Pre-Commercial Procurement (PCP) and Coordination and Support Action (CSA) projects. Corvers Greece I.K.E. is a legal and economic consultancy firm based in Athens, established on June 1, 2023, as a subsidiary of Corvers Procurement Services BV. Specializing in European public procurement law and innovation, Corvers Greece supports contracting authorities across Europe in navigating the innovation procurement landscape. Their expertise spans high technology, ICT, Pre-commercial Procurement (PCP), Public Procurement of Innovative Solutions (PPI), and green and social public procurement. Led by a diverse team, including managing consultant Maria Kampa, Corvers Greece offers services such as State-Of-The-Art (SOTA) analysis, business case development, and procurement scenario planning. These services guide project managers and procurers in making well-informed decisions throughout innovation procurement projects. HELLENIC POLICE (HP)
The Hellenic Police (HP) is the national Law Enforcement Agency of Greece operating under the Ministry of Citizen Protection as per Laws no. 2800/2000 and 4249/2014. Its mission is to:
- ensure peace and order as well as citizens` unhindered social development, a mission that includes general policing duties and traffic safety
- prevent and interdict crime as well as to
- protect the State and the democratic form of government within the framework of constitutional order, a mission that also includes the implementation of public and state security policy.
Hellenic Police is comprised of both central and regional Services. Hellenic Police`s headquarters is the supreme authority over these Services. Its efforts centre on the fulfilment of the Force`s mission, within the framework of the Ministry of Citizen’s Protection policy. For this reason, it schedules, directs, oversees and monitors the activities of its Services, and it ensures the necessary conditions for the exercise of its authority. In its continuous mission to serve and protect citizens, Hellenic Police has responded to our times` demands and challenges by improving training, adopting a modern crime prevention policy, better utilizing science and technology and by exploiting international law enforcement cooperation. HP participates in or coordinates more than fifty (50) EU-funded projects in the area of security.
PRIESGAISRINES APSAUGOS IR GELBEJIMO DEPARTAMENTAS PRIE VIDAUS REIKALU MINISTERIJOS FIRE AND RESCUE DEPARTMENT UNDER THE MINISTRY OF THE INTERIOR (PAGD)
PAGD is the Fire and Rescue Department under the Ministry of the Interior Republic of Lithuania. The main objectives of the Fire and Rescue Department under the Ministry of the Interior of the Republic of Lithuania are the following:
- organize activities of the state fire supervision;
- within the scope of its competence, organize and manage operations relating to fire fighting, rescue of people and property and mitigation of the consequences of fire;
- within the scope of its competence, manage activities of the civil protection system, coordinate implementation of emergency prevention, plan the national preparedness in order to implement tasks of civil protection system in the event of an emergency.
STADT DORTMUND (FDDO)
The Fire Department of Dortmund (FDDO) is the largest fire department in its region and the sixth largest in Germany. It is responsible for firefighting, rescue and emergency management in the city, which covers an area of 281 square kilometres with about 604.000 citizens. Furthermore, FDDO is involved in the supra-local support concept of the Federal Land North Rhine Westphalia as well as the nationwide CBRN incident response concept. About 1,200 full-time firefighters (including administration and management) operate nine fire and rescue stations, one of them located at the Airport Dortmund. Additionally, about 1,000 volunteers, organised in 19 fire brigades, support the professionals in their daily work and during incidents with particular requirements. FDDO maintains its own education and training department (ABZ) for firefighting, rescue, and paramedical services. Amongst other facilities, a fire training house and a hall for various training scenarios have been build. In 2006, the Institute for Fire Service and Rescue Technology (IFR) was founded as a department dedicated to research into more efficient yet practicable technologies and methods. Since then, the IFR has gained experience in a multitude of scientific projects, including among others the EU projects CREXDATA, eNovation, eNotice-2, and TeamUP, as well as the nationally funded projects such as AMPLIFY, E-DRZ, ADLeR 2, SEKUR, Simpel², UMDenken and CELIDON Pro. Together, FDDO and IFR combine the practical work of firefighters with the scientific research. Close cooperation with other German and European fire departments and related organisations ensures effective knowledge transfer and a deeper understanding for new technologies and methods. Furthermore, editorial contributions to trade journals, participation in conferences, and involvement in exhibitions help to bridge the gap to the numerous other fire departments.
FDDO contributes its wide-ranging experience, expertise, and applied technologies to this project and, specifically for ACTIVE PCP, provides resources to support analyses, exercises, and evaluations, contributing to ongoing improvement and development.
PYROSVESTIKI YPIRESIA KYPROU*FIRE SERVICE OF CYPRUS (FCS)
The Cyprus Fire Service deals with the prevention and extinguishing of fires that threaten life and property as well as the detection and rescue of lives. The Cyprus Fire Service has specially trained personnel, special vehicles and specialized equipment. The Fire Service is also involved in many humanitarian and public assistance services. It has Fire Stations in all provinces, airports as well as the Special Disaster Response Unit "EMAK" which has specialized personnel with special communication systems and equipment for locating rescuing, etc. and is on call 24 hours a day, in the entire territory of the Republic of Cyprus. In addition, the CFS advises the public on fire protection issues and checks the accuracy of the measures taken for the construction of buildings, in terms of fire safety, in accordance with European and international standards.

The Public Procurement Directorate (PPD) of the Treasury of the Republic of Cyprus has been appointed as the Competent Authority for Public Procurement, and is responsible amongst others, for the preparation and publication of regulations, circulars, manuals, documents, policy briefs and model tender forms which provide guidance for the proper implementation of the legislation and the adoption of best practices.
PPD is also responsible for the review of the procedures and the issuance of certificates for compatibility with the Legislative framework for contracts that are co-financed by European Funds.

CORVERS Iberia is the affiliated entity of the beneficiary CORVERS
GREECE MONOPROSOPI I.K.E.CI will contribute specialised expertise in innovation
procurement, with a particular focus on enhancing the procurement strategy from
the supply side perspective.
CI brings procurement experience from both the public and
private sectors, enabling them to effectively support all parties involved.
This dual perspective will facilitate the simplification of processes and
reduction of bureaucracy, while ensuring that providers' questions and concerns
are addressed promptly during both the preparatory and award phases of the PCP
